Yes, in home A/V terms, “brightness” controls the black level, and “contrast” controls the white level. However, there is an interaction between the two that’s not straightforward.
You can decrease the black level to reduce the possibility of background cure artifacts by reducing brightness; some people have done this and reported good results. However, the white level is already at pretty much the brightest level, of out of box, and will actually go down a little, regardless of the contrast setting, if you reduce the brightness.
